Do you still get charged from using google voice?

I just wonder have any of you using google voice? Google voice gave you a completely new cell phone number, which connected to your cellphone service, and you can place calls or send text using your computer. I was wondering, do you still have to pay if you use google voice to text someone, or receive text from someone?
