What are the mames of the folders? Its not uncommon for windows to create folders that have no bites for its own purposes. They are perment and cannot be deleted. If you try to deleting them with a program windows would just replace them.

likjen, You need to be sure that your PC is not using any apps directly from the folder which you are deleting and/or the folder is opened. So, close any application(s) for that folder on your system and the folder before you perform your deletion. You should be able to delete the folder there. Have a nice day. P.S. In case, you still cannot do that then your folder could be infected with the Ransomware virus. Let me know if you are encountering this problem.

It is definitively a virus, it happened once to me when I downloaded something in Ares! Hello likjen, I installed and uninstalled several antiviruses until one deleted them! Maybe you can do it too, the one that helped me the most is Avira! Its for free! If not, take your computer to be checked out. Hope I could help, have a nice day. Best regards, Libna. Byeee!

The reason why you cannot delete any file or folder even at zero byte is that it is currently used by the system or service. Check that file or folder which system or service is connected, then stop the running service or system in order for you to remove that folder.

well it mostly happens when the system is somehow running a process related to the folder, it might be showing the system file is already in use something like that, you could try one thing, re-boot your computer in safe mode and try to delete those folders that way, all the best.
