rotating brownouts

most of the provinces of mindanao are experiencing rotating brownouts ranging from 2-3 hours a day because of the el niƱo phenomenon and the lack of supply of electricity. but there are speculations that they are doing this because of the coming may 10 election. so that they will have the reason to declare failure of election. what's your point of view on this issue? is there a possibility of declaring failure of election?

brownout have no connections with the upcoming election, brownouts is/are a failure from the energy secretary, this is not an unforeseen event, if he was doing his homework people from Mindanao wont be suffering such an ordeal.

I think there's a very large chance that this might affect the election. I remember a few weeks ago where it was also declared on the news that there is enough electricity to supply the metro and other regions, and then now we have this. Yesterday I watched the secretary of energy or something say that there won't be a possibility for this and they'll be sure of it. I don't really expect anyone from the government to honor whatever they say. everyone is used to it now that it seems like it's not a big deal and it would just seem like an "oops" moment so if brown out occurs during election, it will just be another one of those instances.

My two cents worth in all of this is, how come brownouts cannot be done during daytime when all the kids can swim or go to the mall ??? Why do they choose to rotate the brownout when kids are about to sleep and parents have to rest in time for work the next day. It's so logical and practical and wont cause hassle to the people. If they do it in the morning or the afternoon, then people can find alternatives than staying at home enduring the heat. I bet it's really gonna be a failure of election. Why is all of this happening now, ina time when election is nearing? Such a pathetic country for this issue. Sheesh!

This thing is also starting to happen here in Metro. Last Monday,we already experienced a 5 hours brown out. And it is also rotating to other cities now. For whatever reason...well,we could guess about it.
