Maybe the store owner could get a "disability" requiring a companion dog. Those kinds of animals are allowed in restaurants, convenience stores... Or build an "entrance" to the store, which is separate from the store, but that people could still see/meet the dog. There's got to be a way around the regulation. I'd sure look for one...

So, it seems their main gripe was with the dog's feet being on the counter. I can understand the possible sanitary issue considering dogs walk on grass and dirt where other animals have eliminated but there's a simple solution to that problem...the owner just agrees to keep the dog's feet off the counter. Too bad Big Brother would rather throw his weight around instead of finding a middle ground. As someone else already indicated, if the owner needed a service dog to assist him, there wouldn't be a problem.

What a sweet dog!!! I hate the government. Nothing but bad things have come from the government in the past few decades. They should all be hung for treason as they go against the will of the people most of the time.
