danger with heat stroke

i just heard it in news just right now that theres 2 people in different place died due to heat stroke, our temperature here in manila is already 36.6 degree Celsius. very hot compare to normal summer. thats why i laways have coleman with me with water and ice cubes and since 1pm up to 6pm i already refill my coleman 2 times now.
anyway the news said that the boy die while playing basketball under the sun and their place have 42 degree celsius already while the girl died while just inside the house and their temperature in their place is 37 degree. what do you think people will do to avoid heat stroke.

In Malta temperature is near 40C if not over in the hot summer months of July and August.
1. Stay inside during the hottest hours of the day (11.00am - 15:00pm)
2. If you cannot do otherwise and your work is outside, wear the necessary protective clothing such as hats, apply sun screen and stay in the shade as much as possible.
3. Drinking a lot of water to avoid dehydration.
These are some ideas that have come into my mind at this time.
