Why there are kids so uncontrollable?

I encountered a kid so movable and cannot stay even a minute in his chair. Got so puzzled and wonder why he is different from others? He did not want listen even other kids are attentive and quiet to get the speaker attention. He is always doing something that don't have any interest to listen even in a glance whats the group doing. Why is it there are kid like this? Is this the result of the mother as what she has done during her pregnancy ? An inheritance traits from generation to generation? Is it the side effects of the medicines taken during the times of pregnancy encounters? How can he learn of this way that he is so wild and uncontrollable. Even if you will give time and focus to him still he is hesitant to so. How could we handle this kind of behavior, I know you have some ideas with this. Hope you can share with me too.
