What to do with the Cut off PERCENTAGE?

oh,God,lotters,and the students,specially,when you dont get the admissions,due to alarming cut off percentages,LO!the others are doomed!its so breaking,that you cant imagine even!in that situation,what will happen if this goes on?the majority of the students will be left behind,its good that brain is brialliant today1but is there should be a Cut off percentage?what do you suggest?all should enjoy education?what do you say?

Cut off percentage means like,first list 98%,2nd93%3rd90% and then no admissions in colleagues!My God what gonna happen!to the left part?
