Is the police control room working effectively or not?

the complaint against police i that they do not reach the scene of the crime in time. One reason is that the police control rooms are ill-equipped at present, but another is the lackadaisical attitude of the police who don't react fast enough once an incident is reported. Is the police control room working effectively or not?
