what is pan card and why do we need this.

i recently logged in my paypal account it asks me the pan card information.but this time i found that error while logged in.and in india that every one should have the pan card to withdraw money from paypal. i don't what happened to the indian govt.they will announce any thing as they like and they won't tell the due date..

If you are from India, then you need to worry about PAN Number, otherwise
it is not meant for others, I suppose. And those who are from
India know about PAN number, more or less.
