I think pen is mightier when we talk about writings
or rating system. It is powerful than a sword because
you can rate through the use of pen and not by fighting
by sword. It is applicable to students specially for
those who are not school abiding one.The teacher will
say your grades lies on this pen so you must follow
and obey rules in the claroom.Just a small offense we
show we will dropped out through writing the grade by
the use of pen.Sometimes it is only a form of joke but
meaningful if you try to ponder. You can send or let
people know what you feels through putting into the paper
than having a fight by a sword.Just guess this like
a metaphor heheheh. I know sword is mightier than the pen
but it depends on how this is use in the situation.

what kicks in my head is this saying is more about ridicule. for example you were bullied. you can get revenge by doing something else other than physical harm. like social harm. you can write stuff about that bully who mugged you. you can say that he s a bully bcuz etc...

Yup, I agree especially nowadays. Pen can change the world and people's mind while sword can only force people to change.
