A little pop-up to update to FF 3.0.18 appeared a month ago but I ignored it until yesterday when I clicked and downloaded it. After that, I got a page load error and could not access firefox nor IE. There was a bullet point about firewalls blocking access. I believe I changed it to 'allow' on Norton360. Still nothing. Is there anything else I could try?

You could have been a victim of a malicious code. The pop-up appeared last month, at a time when Firefoxx was already on version 3.5, and now on version 3.6. The version suggested was lower than the then current offering, so it should have rang a bell. One recourse is to have the browsers uninstalled, and have them reinstalled after clearing all cookies, temporary files, and cache. Ideally have a scan before uinstalling using a portable application like ClamWin because if it is a virus as I suspect, then it means that your AV failed to do its job. Use a different Internet Security Suite. At least two independent groups have found Norton to be lacking in many areas. One of the sites is matousec.com, and I am sorry to have forgotten the other site. I use CIS set to its maximum level. Malware tend to attack popular browsers. If you have space on yor HDD then install at least 3 different browsers.
