Where can I find scones and Russian food here in the Philippines?

Hi everyone! I was wondering, does anyone know where I can find scones and Russian food here in the Philippines? Scones is some kind of British cookie usually served with afternoon tea. I was told I might find them at Starbucks, Delifrance, or French Baker. I went to some branches already but haven't found it yet. As for Russian food, I would really like to try any dish.
