Number of registered users for a PTC site suggest what??

I checked many new PTC sites to pick a better one.Most of them look almost similar. There were some sites offering even one dollar and more per click. When checked the number of registered users,I found a 3 month old site,which pay the normal $0.01 per click ,managed to win more than 100000 registered members by now. At the same time some sites offering more than one dollar per click is lagging far behind in number of members. What does this show ? Those visiting PTC sites are now becoming smarter the owners of the sites ? The performance,not the promises is getting more attention now??
