Do your paypal account unverified yet? You don't need credit card to verify your account. You may use your local bank account to verify your account as well. This is simple and cheapest way to verify your account. Just login to your paypal account then go to Profile. Click Add/Edit Bank Account. Enter your Bank Name, Bank Code and Bank Account Number as necessary. After next 2 or 3 days you will receive two small amount deposit in your bank account. If you have received these small amount money then login to your paypal account account. Click "Get Verified" then enter two small amount deposit. And you will get you paypal account verified. Good luck.

actually you really can add as many bank account as you can but it will not accept as means of verifying your account, if you dont have credit card then you can use debit card supported with visa, i used my debit card to verify it since its supported with visa. though theres debit card supported with visa but not acceptable in paypal maybe it depends.

actually i also tried bdo but it didnt work, i used eon debit card from unionbank, you only need to pay the annual pay and they dont have monthly service charge since its not a regular savings account though they consider it as their partner and you can also use the code of unionbank upon verification, another one is smartmoney from smart, the new released and not the old one, so maybe you can apply for one.

i also verified my paypal account through a debit card and not through a credit card. i think it is the best and the fastest way to verify paypal accounts, especially if your bank account has an online system where you can check your transaction record online, so you can immediately go back to paypal and enter the necessary code to verify the account.
