Getting Guest Speakers to talk to young people about drugs and alcohol.

Previously, I have had NY State police with a drug dog demonstrate finding drugs in a car. Clinton County Sheriff's Department come numerous times to provide current messages of what to stay away from including information about meth and alcohol. A pareent of a child who got into trouble doing drugs and was in rehab talking about how it really messes up the entire family.
I have Stop DWI coming in May.
MADD had a speaker, but she's in her 70s and has retired. So they sent lots of stuff for me to read, explain, show and give out. About $5.45 in postage and at least $10 in pamphlets and so on. I will probably present that in April. I contacted the National Chapter for SADD, but they charge a lot of money for a guest speaker. Civil Air Patrol doesn't have money. If I can get some money to donate to MADD to reimburse for the amount they sent us or talk to someone who has money and can reimburse them, I will.
The restrictions on guest speakers have been placed on me. No actual alcoholics, no actual drug addicts, and no one who could not pass a background check due to previous illegal activity (so no ex-cons).
Given that this is a volunteer situation, I pay $53 this year for the priveledge of belonging, plus $25 per uniform (minimum of 2 uniforms-one BDU and one Blues plus mileage and time), I can't afford to pay for a guest speaker. It has been a long time since I had the State Police in and I will ask them to come back.
Now that you know my restrictions and limitations for inviting people, who would you invite that I haven't already invited?
