My son is a procrastinator when it comes to writing says his teacher

We all procrastinate with certain things whether it be in our childhood, adolencence or adult years of our lives.
I went to parent teacher meet this evening and found out that my son has been getting worse when it comes to writing. It takes him an hour and fourty five minutes to write in his agenda. This is only a couple of lines which contains of two sentences! It seems to be getting worse since the last parent teacher meeting and we were suppose to work on this flaw.
His marks are amazing and he's passing with A++ marks. But that's not where the troubles lay.
I'm not sure and I'm baffled about how I'm suppose to help my son acheive this goal to help him quit wasting time and focus on getting his writing assignments finished.
She also mentioned that he seems to be in his own little world when it comes to just writing.
She will assign his class to write in their agendas say at 1:15pm and he won't be finished until about 2:30pm so that takes over an hour to write two sentences?
Does anyone have any suggestions on what to do to make this easier for my son?
Perhaps some goals we can set?

It is some sort of amnesia with words where the words just do not come to mind. It should not be underestimated. Therefore he must have access to internet to learn about english further in order to accumulate and regain knowledge of english. Tell him to gather as much slangs, idioms, vocabulary words that are essential in daily life that he still do not know. He must not only understand them but to incorporate it to his writing until he can do so even when awakened harshly. It is going to eat a lot of time searching and learning but it has promise.
