the first one seems to have a continuation but cut that short. the second seems to be a more complete sentence.

I would say the second because it sounds the best but I could be wrong LOL.

Both are grammatically correct,but the second one sounds more clear. I would also put MATERIAL only instead of MATERIALS. All material.....it is grammatically more apt.

Both sound correct, but the best is the 2nd..the first one sounds like the sentences in sign boards
