7 year old armed robber! What kind of a world do we live in?

As I have mentioned in other discussions I often check out www.ananova.com for different kind of news that what most newspapers report.
One of the stories I found today is the following:
ARMED ROBBER, 7, IN LEGO HEIST
Police in Florida are looking for a little girl, aged about seven, who tried to steal Lego at knife-point.
The girl pulled a knife on a cashier at a Wal-Mart store in Largo as she tried to walk out with two boxes of Lego.
Police say the girs, aged about seven or eight, hid the toys uner her coat and tried to walk out, reports Tampabays10.com.
A store employee approached the child, asking her to turn over the Lego blocks.
Police say the little girl then opened her jacket and pulled out a 10" carving knife!
t employee talked the girl into putting down the knife and toys. The girl then rode away on her bicycle.

My first thought after reading this was why they let her leave on her bike? Surely the employers could have held her and called the police and waited for her parents to pick her up!
Who is to blame when a 7 year old commits crime? Is it the parents, society, television, video games?
I wonder what the police will do when they find this little girl. She is too young to be convicted but she is still committing an adult crime.
You always wonder if there are any problems at home when young kids and teenagers commit crime. Should the parents be held responsible? Will it do them any favours to send them to some special programs for troubled kids or does that only make things worse?
What do you think is the right thing to do in this situation? I am glad I don't have to decide.

That is just sad.
I think child services (what ever it is called in area: HRS, Welfare, etc) needs to get involved and investigate.
Apparently this child seen a knife being pulled out to get way before. The child could be special needs or have a mental condition that isn't noticible. My first thought would not blame the parents. They may just need help with handling her.

This world is crazy!I can“t believe in that! But anyone could grave the girl and took her the knife, that story its strange but i t could be that the people there were to scary of a 7 years old girl....lol, well she wanted the legos and maybe no one gave it to her, then she saw a movie and decide to do the same thing...lol

I don't think the reason why she did this is the most important issue but what will happen to her in the future. Of course she is too young to understand what she did and how serious it is. However, if she doesn't get the right treatment, she will think it's acceptable and she's more likely to do it again, or something worse.
