Is not it a surprise in this www medium? Many PTR-PTC sites say to pay $100 per click and minimum payout for free members is different in different sites that varies up to $100,000! But they do not pay any person and even take away the upgradation money of people! Is there any international rule for these sites those cheat people making no payout? Please discuss!!

I think the rule for most scams is, get all you can until the people get wise to you, then change your name and do it again.

That seems to be the way of these sites.I agree with you, the scammers change their names and move on.

I thought that I had responded to this but something broke down in my submission. Anyway I have signed up in the past for a program like this only to be let down. I don't remember the name of the program. All I can say is if it sounds too good to be true then it probably is!!!

I can't remember the name of it but I signed up for one of these once and I never did receive anything. It figures. If it is too good to be true then it probably is.

Scammers are everywhere. So it's best to make research before you join. As one of the poster here says, if it's too good to be true then it is.

I think there is rules, but not in all countries, so the sites who cheats you, must be registrated in the countries, where they cant be punished. Its like downloading of videos and that kind of torrents - its illegal somewhere - and you cant have a site, but legal other places.

NO there is not international law, no one makes you chose to work with them and even worst no one makes you give them money. The rule of thumb is that when something is too good to be true, then it is too good to be true.
