does it make a difference if only one of the couple filed for divorce?

this is an alien topic for me for this is very taboo here in the philippines. as with the case of larry king's divorce it was reported that he filed first then his wife followed the next day. how come one has to file again when she is the only one he would get divorce from?

I think there is no need for both parties to apply for divorce, because as a married couple they're bound as one in the state as husband and wife. But to complete the divorce for settlement and etc. they need to both agree on such a divorce and the terms of the divorce which calls for both of them to be there.
