Scammed Or Scammer?

For those of us who spend any time at all in any of the make money online discussions here on mylot (and probably elsewhere) it doesn't take long to notice a greater percentage of the discussions revolve around sites being scams - are they legit, will they continue to be legit etc etc and yes it's definitely a problem in the world of online income - a lot of sites don't end up paying (and as a side note does that actually make them a scam - generally a scam is when you've been tricked into paying out money - but that's not my point :-) ) It's seems to me for as many discussions as to sites being scams there's also quite a few that show readers how to in a nutshell scam the PTCs etc. Now I don't do the PTA program but if you're not following along with the sites guidelines, or you're opening 20 tabs at a time, using scripts that confuse timers etc etc aren't you in turn being a scammer? Perhaps, in the long term, if both sides played by the rules there'd be a lot less scam sites around or is that just being naive in believing that honesty is the best policy? I know that the vast majority of people do play by the rules, and there are good honest, PTA sites out there and unfortunately there are also those sites that set out pretty much right from the start as scam sites (impossible to really earn from, offering promises you just know are too good to be true, cheating others etc) - it just that it often astounds me with how many times you read about a site that started out legit and making payouts turning into a scam site etc. I guess it makes me ask - Did that site start out as a legitimate means to earn online but through people cheating the system end up losing money so they couldn't pay?
