His personal view of marriage is that it is between a man and a woman. As for his governmental beliefs concerning marriage, he believes (and rightly so) that it is not an issue for the federal government. It is a state issue and as per the constitution, (9th and 10th amendments), is to be decided by each state as to the laws that govern marriage.
