In India Prime Minister is most powerful. It so happens that the party President wields quite a large influence on the Prime Minister.
If I were the Prime Minister, I will put a stop to all non-plan expenditure. I would ensure that the resources are spent for sustained development only. No expenditure will be allowed for vote bank build up. As India is still a developing country, certain events have to be curtailed like the Common Wealth Games.
