The First PTC that ever Exist

Well i just wonder, when is the first time, a PTC Site showed up. What it is called? Also, did it a scam or it is paying? What happened to them right now. I ask this because the fist time i know about ptc, there are already ton of ptc site ( although most of them are scam ). I don't know which one is the pioneer ( if there still not scam off course ). If you know it, can you tell me? Thanks.
