Adding a rating system like hot or not to a blog/website? / myLot

I have a question I have a idea for a website/blog but I need to know what I need to do to add a rating setup like on a picture rating site. Any ideas on where to get the information?

I ran a search for a rating plugin for blogs and found this http://www.outbrain.com/getwidget# I don't know if it's free or if you have to pay for it though. I didn't stay too long on the site to read up. Goodluck
