Rock Gardens

There is a part of our yard that bushes out REAL bad. Right now our neighbor cut it down to bare for us, and I want to make sure it doesn't grow back. I want to make it into a rock garden, but don't have any idea of what to put there.
Any suggestions of what would look nice in a rock garden that neighborhood children wont break, kill or steal (we have bad kids in our neighborhood) and that won't be harmful to pets or children (I have dogs and a son of my own after all)

I was just in the process of planning a rock garden for a hospice that I volunteer at this week. Unfortuneately, it is being put on hold. I did some investigating on the internet. Instead of digging down to enrich the soil, I was planning to build up a berm. Starting with a combination of pea gravel, compost and sandy soil, build up about 2 to 3 ft of soil. Take different sized rocks and stick them in about 1/2 to 2/3 into the soil. I was going to plant perennials, sedums, semervivums and ground covers. Anything that doesn't need alot of water and takes full sun.
