Adding links

I own a blog. That is about children. Now I saw another website which I would like to paste the link on my blog. because I find it useful. Now my question is 'SHOULD I TAKE PERMISSION FROM THE OWNER OF THE WEBSITE TO DO SO?'

I don't know anything about the legalities of it but it would definitely be courteous to ask permission. The owner would probably appreciate you adding his link to your site, anyway, because it would mean more traffic to his. But, if you ask his permission first he may be compelled to link your site as well.

I think that it is certainly good manners to do so and probsbly a legal right as well.
