picture book publication

one of my hobby is to write for children. I have written 3 or 4 picture books. Still they are manuscripts. When i send them to famous publishers in uk or usa they send it back. Rejection in very normal in an auther's life. It's okey. But to do self publication I need a lot of money about 5,000 €. That is too much. My books need always 12 illustration. Every illustration need 120 €. because of this financial problem my book publication is still a dream. Have anybody has the same problem or can anybody suggest any ideas. The secret is i can write only picture books.
