withdarw Paypal through SMART Money

Some blogs says that Smart Money can verify Paypal but in many ways i tried it didn't work, so can we withdraw funds using it or verify using it?

It work for my friend. They used their Smart Money to withdraw their earnings from paypal and it actually works for them. They even convince me to used it as well, but I did not because I dont like smart. They just went to any smart office and enrolled their paypal account and have it with their smart money as well. It works fine with them for 1 year now they using it.
