Did Tad put the Garter on Liza's leg?

AMC was inturrupted by a news bulletin in my area. Then later Tad apologized to Liza for something and I can only guess it was for something he did when he put the garter he caught on her leg. So what happened, what did he do?

Not sure what happened I did not see it had a lot of stuff going on so I have not been watching the soaps to much. Except for at night on soapnet and I heard they are getting rid of it so I will probably will not be watching my soapnet no more.
