Are you working hard to earn from Google ad sense?

Do you get low paid ads on your blogs? In India we get as low as even 1 cent ads on our blogs. I wanted to filter such low paying ads. How do you filter low paying ads on your blogs? Is it against Google terms? All are asking us to go to adsblacklist where they don't allow new members to register. We are back to square one. Any one with great ideas? thanks for your help.
