Seattle jaywalking "police brutality" incident

http://www.youtube.com/watch?v=IjhnhXHs3Ts Lots of posts of the same video claim the police officer punched her face for jaywalking. That was the original incident. He ordered her to go to the car, and she refused, which is against the law, as is resisting arrest. Then when the other girl assisted her, and with all those people with their cell phones (was anyone calling 911 for officer needs assistance?), what do these people expect the guy to do? Just let her off to continue committing more crimes? I would be most interested in other cultures, what a law enforcement officer would most likely do in this kind of situation. It occurs to me I never see any video from any other country.
