can there be a police against hacker?

Are we already aware or normally at peace with this cyber world we had? Knowing all things we should through networking.

at some places where the cyber crime rules are very strict there is action against hackers.. but at some places there is no law such as cyber crime .. so hackers mostly operate from such places..

actually even if they block the websites .. there are many ways to access those websites through proxies and softwares.. still they cant do anything to stop hackers.. and there are many reasons for that..
