How can Pay pal pay me if I am from a non Paypal serviced country?

I have an unverified account with paypal becuase I do not have a visa or master card. And also I am from a non Paypal country, that is, Papua New Guinea. Can I be still paid by paypal? Or if I moved to a paypal serived country, Can I be paid? I earned $1.55 from a ptc site in 2009, but it never showed up in my account. Why? May be my country is not recognised. Or may be the site never depositied the maoney, Please give some hint on this.
