Summerfest, alcohol consumption way too much

On last Saturday night, a nearby bar host a "Summerfest" activities. All night long, I could hear the band playing, and youngsters shouting after they were drunk. That was too much noise already. Although it is summer, and I guess this summerfest is a part of German tradition to encourage people to keep on drinking and drinking until they pass out. The only thing I am concerning is that those youngsters may not take full responsibility, and they will drunk and drive. How dangerous was it?
