Without PAN Card is it possible to create a paypal account?

No you can not open paypal now until they decide something about personal account. I have pan card so I do not have any problem with paypal.

ya its the new rule in india.....i was already having paypal account before this rule was ordered so paypal is demanding me my pan card....and i dont have it so i am going to create my pan card very soon....i dont know the procedure but i have to do that if i want money in my hands....and i dont think it is possible to create paypal account without password

it is possible to open a account with paypal. but, to do a transaction and, withdraw the funds into your local bank account, you will have to update your account with PAYPAL account. wish you best.

i have friends from india and they said that opening new account require pan card, and the existing account needs to supply their pan card number to do paypal transactions. i think it is a rule in your country to have pan card to create paypal account as here in philippines we are not required. so it is your government that ruled to put pan card details in paypal.
