red tapping in govt working?

all application to govt should be on net and their time limit should be fixed,if work is not done penalties should be declared ,good work should be promoted,if any application is rejected ,and latter is accepted then inquiry should be ordered

Government works in our country are red tapped.. you see a lot of civil works during election time because they feel its the easiest haven to graft government funds.. Internet bidding is now in effect in our country... but the bidding system was easily circumvented because they pre-inform their choice bidders before they post on the net and they usually give a few days deadline so that others can't catch up.. The cancer of corruption finds its way around check and balances
