University tuition fees to go up to £7000 in the UK?

There's been a lot of reports of the university tuition fees in the UK that may go up to £7000, is this really true and real? There's a lot of speculation, has anything been set in stone and planned? Have they set a date of when they will really go up? Or are they just making suggestions and trying to scare us all?
