How to unblock my computer internet

Can anyone tell me how to connect to internet from my office computer. We all had access to the internet when yesterday our IT officer blocked our access just because one person was surfing during working hour.
All of us very disappointed because it's not that we never do our work, just that when you have nothing to do, there at least something you can fill your time instead of staring blankly at the screen.
So please, do you have any idea how to unblock or unlock our computer so that we can access the internet again??
FYI, is it possible that they permanently block it from the IT department upstair??

If IT department has blocked access to internet then you will not be able to do anything on your own because they have blocked it through password. Even if you manage to unblock it somehow and they come to know that you have hacked their password then it might adversely affect your job. Best thing to do is to approach and ask them to unblock it. Give them an assurance that in future none of you will access it during office hours and tell them that the normal work will not suffer on this account. They might relent and accede to your request.

Then there's nothing can be done. Actually mine was supposed to have internet access but the IT officer somehow blocked it because it was found that all the computer can access the net. Somehow other department can surf restricted website such as facebook but he ignore it because they are his friends. Not fair.
Never mind then...
