Try a local job center. I know in PA they offer them for free. Also you could try the welfare office. The library staff might also be able to give you some direction.

Call up one of the school districts in your area, they should be able to refer you where to go. As far as it being free, don't know. I can't imagine them turning someone down for not being able to pay. I did mine about 15 years ago, think I only had to pay 20.00 to get the actual certificate, but that was also another state.
