Unfair boss

I am new to her company and we are only four. She's a foreigner in our country and she needs to follow the laws in comes to giving the right salary for her employees. I've noticed she is not paying on time and it should be every 15 days but she would only give us 9 days. It's so unfair. She would always reason that she's very busy and I don't get the connection why she says that. Its her responsibility as our employer to give us our right when it comes to our pay. We don't know how to approach her since every time we explain she is having a hard time understanding English. She only knows basic English. Can you give some advice on how to explain to her that what she's doing is unfair. Also, do you think I should hold on with this job? Im still thinking whether I should continue until November. Hope you guys can enlighten me. I am kinda confused.

Well if you're really not satisfied the sensible thing to do is to quit. Well if your lousy boss has no intentions of paying you guys with the appropriate salary you're supposed to get, it could be that she's just pretending that she doesn't understand your English. You mentioned that she understands basic English. I think that's quite enough for her to be able to grasp the idea of paying your people on time. I think even if she can't speak good English as long as she has good common sense, she's suppose to already know that, even way before starting this business of hers.
