Hospitals Saving Money

Okay, maybe someone can explain to me why this is not being implemented now.
I heard recently that my local hospital is not joining other hospitals going along with a program that could save tax payers billions of dollars. The program is basically letting patients go home with the medication they were given while in the hospital instead of having to go out and purchase the same medication at a pharmacy. This does not include highly potent medication that can only be taken under supervision. At least that's how it was explained to me. This would save patients money, hospitals money and prevent hospitals from throwing out gallons of usable medication which can be seen as a waste.
The excuse my local hospital used for not using the program right now is because they don't know how to label the medication.
I'm not part of the hospital environment so maybe this is a big deal and I'm unaware of it. Can someone explain this to me?
