I remember how someone i know always complain about a girl whom he thinks is not an active listener. How do you define an active listener? Are you one?

An active listener is one who follows the spoken words and gives cues where appropriate tp encourage the speaker to keep on talking. Presumably whenever the man speaks the girl keeps quiet, not uttering even a sound. This behaviour can actually spook certain people. Other than making a sound an active listener may say words suitable to whatever is being talked about like "Well, what happened next?" Am I an active listener? Depends on the situation.
