What does underdevelopmentalist mean?

Saw this in the context of applying Marxism to African states, google definitions isn't very helpful.

If I was going to hazard a guess with knowing whether the article was advocating the implementation of Marxism in African nations, or opposing it, that it probably means Marxism would discourage development. Marxism has never been a successful means of governance in any place it has been applied. but either way, it is still hard to guess how the word is being used with out more context. Do you have a link to the article so I could read it and get the full context?

Interesting. perhaps if "developmentalist" as an adjective means "to advocate development"... Then perhaps that which is underdevelopmentalist advocates under-development. If that is right then perhaps a good example is "underdevelopmentalist conflict" that is a burden to peoples' lives... What do you think?
