Live dogs used as shark bite?

I saw something on this on a cause on Facebook. Is this really happening? If it is why isn't being stopped? I am appalled!

I also have seen this on facebook,which i do think that if people are doing this it is sick.I hate to hear of any animal being treated badly,cruely.In alot of countries they do alot of things like eat cat and the way they are killed is horrid,seal hunting and the way they are killed,plus many,many more.
