A friend of mine has so many complain on this phone company called straight talk, since it is cheaper than other mobile service providers, and it is convenient. He picked a phone from the walmart stand, and he kept his original number. He simply have to pay online to fill up his minutes every 30 days or so. But the quality he complained about is genuinely sucks. So, straight talk is not so desirable after I heard about it. What other mobile service providers also have similar problem like this?

That's one of the big problem with some of these small local or regional companies. They don't have the coverage copacity to handle a lot of calls or coverage. I know for some, it may be a perfect solution. There is a company called "common cents". Basically, they work off of sprint coverage. One good thing about their service is they don't round up, they round down. Most of the cell phone companies will charge you for 2 minutes if you were on the phone for 1 minute & 15 seconds. They'll charge you for 1 minute. It is pre-paid service. Tell your friend to put in $20 & give'em a try. Unfortunately, finding a right cell phone service is more of trial & error.
