30 day before referalls?

Hello everyone
I am getting slightly annoyed with neobux, as they have this rule that you cant make any referals for the first 30 days of activity. I find this really annoying. Not only do i have a banner up on my website (http://reefster.webs.com if anyone is interested), but i also have come across loads of conversations or posts or whatever you want to call them, here in mylot with members asking for PTC sites, and obviously i cant refer them!!!
Why do they have this silly rule, i dont know of any other website that has a rule like this? It just seems very weird to me that they do this.

It's not the only one with this, 888bux and onbux have similar rules.
But I don't think it's bad either. What's the point of rushing for refs at a site that you don't know? I prefer to at least being paid once to start promoting, as don't like to be getting refs for a scam site. Just a preference. "try before buy".
