Can a ship Captain conduct marriage?

The subject above says it all. Is this allowed? And can they conduct proxy wedding?

A formal wedding has to be performed according to religious rights.There ought to be a priest who has to finalise the wedding.Here we have what is known as a registered wedding which is completed in the presence of two witnesses.I don't think a captain of a ship can perform a wedding.

No, i dont think.I know sounds romantic but it is not normal.
