Negligence? Five babies died in maternity hospital explosion

Two days ago there was an explosion at a maternity hospital in Bucharest. Three newborn babies died in the fire, and eight babies suffered burns and other injuries in the blast. Two more babies died the next days after the tragedy. They were all prematures, and they have been born for only 3-5 days when the explosion occured.
You may wonder why did such a tragedy happened?
First, this happen because of the Romanian's healthcare system, which is one of the worst in the EU.
But, more important, the medical personel is guilty for negligence. The nurse who was suppose to look after those 11 babies was missing from that room for more than 25 minutes. If she was there when the explosion occured, maybe those babies would not die. She was on another floor, to celebrate some colleague aniversary. How could this happen? How could she left the poor baby alone when she was suppose to stay there all the time?
