Hong Kong declaring war to Philippines. Are we to blame?

because of the hostage taking scene, Hong Kong is declaring war to Philippines. why are they referring to the general public the mistake of one person or two. that's unfair right?

i just read it on my page in facebook, actually it was a news propagated ..another news is that CNN says Philippines the most dangerous place on earth ..if im not mistaken,

The HongKong Ambassador to the Philippines - Mr Chang .. has sited the hostage taking to be an isolated case.. He doesn't discourage Hongkong nationals to visit the country..
